SPC 2000
SPC 2000, full title - SPC: Standard form of specialist contract for project partnering - is the first standard form of specialist contract for project partnering, published by the Association of Consultant Architects (ACA). It was first published in 2000 to implement the reforms proposed by Egan’s Construction Task Force, in particular, ensuring that partnering teams include all of the supply team.
The contract focuses on the value that can be brought and contributions that can be made by appointing specialist sub-contractors early and integrating them into the project partnering team during the initial design and risk management stages. The contract encourages open book pricing and collaborative working.
It was published as a means of providing a contract between the contractor and specialist, which could work back-to-back with the Standard form of contract for project partnering (PPC 2000). It is designed to be used for a specialist if the ‘entire relationship’ between them and the contractor is not capable of being contained in PPC 2000, but is also designed to be used for a specialist who is not a member of the partnering team. Whether or not the specialist is a partnering team member will be specified in the Specialist Agreement.
Under the contract, the specialist is required to support the contractor in complying with its obligations under the Partnering Contract. This includes providing any necessary information and assistance, and not placing the contractor in breach as a result of any delay, default or failure on the part of the specialist.
